PORT MELBOURNE YACHT CLUB MIGRATION TRAIL ARTWORK EOI – ArtsHub Australia


Project background

Council is working with the Port Melbourne Business Association (PMBA) to initiate a new artwork/installation on the Bay St Frontage of the Port Melbourne Yacht Club. This project is part of the precinct’s migration trail, which commences at Waterfront Place and extends up to the end of Bay St.

 

Positioned as the second instalment in the trail, following the First People’s Welcoming Site at Station Pier, this artwork/installation will not only serve as a wayfinding tool but also present an exciting opportunity to creatively integrate some of the remarkable migration stories from the area.

 

This project aims to contribute to the rich cultural tapestry of the precinct while enhancing the overall sense of place and identity.

 

Artwork brief

 

The intention of this work is to link to the rich history of migration in the area and tell one or more stories of the people who arrived here.

Some things that may be considered include:

       Port Melbourne has a rich maritime history with many stories also incorporating the working class history of the people who migrated.

       The proposed site was the former site of Town Pier, which in November 1867 welcomed the first member of the British royal family – Prince Alfred, Duke of Edinburgh & second son of Queen Victoria.

The following things must also be considered when applying:

       The artwork/installation will require little to no maintenance, however it would be integrated as a Council asset and maintained routinely with the rest of the grassed area.

       The artwork/installation should reflect the history/themes of the surrounding area and be appropriate for the public realm.

       The proposed concept must be original and must not contain business logos, advertising material, or imagery that is offensive; nor is it to be seen to promote anti-social behaviour or political bias. 

 

Project delivery

All elements must adhere to the following specifications:

      Be heavy enough to not be movable by two adults

      Be easy to clean

      Respond to the public realm context in form and colour

      Be durable enough to remain in place permanently.

      Must be able to withstand Melbourne’s unpredictable weather such as wind, temperature changes, heat, hail, salt corrosion.

      Be resistant to vandalism including fire

      Meet all necessary Australian Standards for safety and accessibility

      Ensure no obstructions or impediments to pedestrian, bicycle or vehicle traffic

 

Work on the site location will need to be completed during business hours. It is the applicant’s duty to maintain a safe working environment and immediately report to City of Port Phillip any issues that may arise on site.

 

When working on the site, contractors must provide protection to the adjacent property, lights, trees, kerbs and paving if required. Any damage made must be fixed and reported to the Council immediately. A risk assessment and work safety statement must be supplied to Council.

 

The artist(s) will be responsible for:

       Design and fabrication of the artwork

       All costs associated with the artwork installation

       Attending meetings as required and working with Council to develop the artwork concept and installation schedule within Council’s timelines.

       Working with Council to ensure the artwork is appropriate for the site

       Delivery of the art as mutually agreed with Council and relevant stakeholders

       Providing a maintenance schedule if required.

       Participation in media calls, interviews and publicity if requested

       Public Liability Insurance to cover $20,000,000 (insurance will be covered by Auspicious Arts)

Council will be responsible for:

       Maintenance of the work after 6 months

       Project management

       Permit clear

Budget

The maximum budget for the project is $40,000 (ex GST).

 

This budget will need to cover all costs associated with the project and the winning applicant’s scope of work, including, but not limited to:

 

 

      investigations

      meetings

      reporting

      engineering

      equipment

      supply and install of any electrical and lighting systems

      materials

      transport

      delivery fees

      maintenance of defects to the artwork/structure for up to 6 months

      risk assessment

      insurances

      design

      fabrication

      installation

      traffic management plan if required

 

 

Additional claims for disbursements will not be accepted. The contractor should prepare, as part of their quotation submission, a project budget showing how the fee has been derived. The submission must also clearly articulate any assumptions and exclusions.

Late February 2024 Successful artists notified *
March – June 2024 Installation *

Contractual arrangements

Applicants must be an incorporated body/company, or auspiced by a body, such as Auspicious Arts.

 

Payment of the fee will be made in two instalments:

       50% Upon the signing the contract

       50% After installation

Selection process

 

The assessment panel will comprise of invitees from the following groups: council officers, Port Melbourne Business Association and other stakeholders.

Assessment criteria will include:

       Response to the brief,

       Originality of concept,

       Site specific response, and

       Ability to deliver a high quality, robust public artwork(s).

Details to include in submission:

       Name of applicant or company, postal address, legal entity, Australian Business Number (ABN). Please note, applicant must be incorporated under the Associations Incorporation Act or supported by an Incorporated Association that is deemed to be non-profit, as classified by the Australian Taxation Office (section 103A(2) (c) of the Income Tax Assessment Act 1936).

       Rough sketch, or description of intended work.

       Cost estimates, methodology and design response:

o   This should include graphics, sketches, or a brief methodology in point form only to show consideration of the timeframe and developmental stages with a budget. 

o   high level cost estimates, quotes, assumptions and risks

       Resume or portfolio:

o   Evidence of previous project experience.

o   Organisation description and details of each associated discipline and contractor required such as Landscape Architects, Structural Engineer, Lighting and Electrical Engineers.

o   Examples of completed public domain installations (of a similar nature), concept statements and total project cost.

o   Nomination of two referees.

o   Certificate of Currency of required insurances
